As part of the IYA2009, there’s a simple telescope, the “Galileoscope” that they’re offering for just $15 US, or $12.50 in quantities of 100+. It looks to be a pretty well-built unit. They also have a "Give a Galileoscope" program at https://www.galileoscope.org/gs/content/give-galileoscope
